Delivering Agile, Project and Programme Management, and Technical IT to support the Project Delivery Function.

The department required training solutions to develop the capability, confidence, and professional standards of its workforce. Within the Project Delivery Function, there is a strong focus on building project delivery expertise aligned to National Infrastructure and Service Transformation Authority (NISTA) standards and government project delivery frameworks.

In the Digital Team there is a growing need to upskill employees in Agile methodologies, digital skills, and technologies such as Power BI, while creating clear learning pathways for career progression. Across both functions, they also sought to address siloed working, improve collaboration, and ensure staff have the skills required to deliver increasingly complex transformation programmes.

Solution

We delivered a broad portfolio of Agile, PPM, leadership, behavioural, digital, and technical IT training programmes to the department, including:

  • Project Delivery Function: Supporting project delivery professionals through learning aligned to government capability frameworks, including risk management, Agile methodologies, leadership development, and Power BI
  • Digital team – Digital, Data, and Technology: Using the Government Skills A-Z framework and recommendations from Heads of Profession, we have helped develop structured learning pathways that support the upskilling of digital and technology professionals and align learning to specific job roles and capability requirements
  • Digital Academy: Supporting the development of their Digital Academy through the creation of tailored learning content and programmes that help new and early-career employees build technical expertise, confidence, and the professional skills needed to succeed in their roles.

Innovations/new practices: To support the department’s capability development and transformation objectives, we have introduced several innovative approaches to learning design and delivery, including:

  • Structured learning pathways: Creating framework-aligned learning pathways that map training to recognised government standards, professional accreditations, and career development goals
  • Training Needs Analyses (TNAs): Conducting comprehensive TNAs to identify skills gaps and develop contextualised learning plans that are reviewed and delivered on a quarterly basis
  • GOST-led capability planning: Using the Government Online Skills Tool (GOST) to assess current capability levels, identify development priorities, and shape targeted learning pathways. For example, using GOST data we recommended delegates complete eLearning modules before a course, so they had the foundational knowledge needed to maximise the value of instructor-led training
  • Business simulations: Delivering experiential simulations, including our Heist! simulation, to help teams break down silos, strengthen collaboration, and apply learning in realistic, practical scenarios
  • Digital Academy programmes: Designing tailored academy learning content and development pathways that help new and early-career employees build technical expertise, confidence, and professional skills.

Outcome

Throughout our partnership, we have helped the department address a range of challenges including siloed working, varying levels of experience across teams, highly specialised roles, resistance to change, and the need to balance organisational objectives with individual career aspirations. We have supported managers and delegates by creating clear development pathways, contextualising learning to make it more relevant and accessible, and ensuring training aligns with wider government frameworks and strategic priorities. Our approach has helped improve collaboration, increase engagement with learning, and create greater consistency across multiple teams and cohorts.

Our partnership with the department has delivered significant organisational and individual benefits. Within the Project Delivery Function, we have supported the development and accreditation of project delivery professionals, helping build capability in line with government objectives and NISTA standards. Structured learning pathways and contextualised training programmes have increased confidence, strengthened professional development, and created clearer career progression opportunities. We have also helped establish a more strategic and sustainable approach to workforce development. The impact of this work is reflected in the growing reputation of the Project Delivery Function across government, with increased engagement, recruitment, and utilisation demonstrating the value of the function and its people.

Within their Digital team, while exam pass rates remain an important measure of success, the broader achievement has been the adoption and positive recognition of the learning pathways across government. This demonstrates not only knowledge and skills development, but also the relevance and long-term value of the learning experience.
